The Distributed Energy Program supports cost-effective research and development aimed at lowering costs, reducing emissions, and improving reliability and performance to expand opportunities for the installation of distributed energy equipment today and in the future. Program activities are focused on two technology areas: 1) Distributed energy technologies; and 2) Integrated energy Systems.

Peter Crimp is the Section Head for Alternative Energy and Energy Efficiency, AIDEA/AEA, Anchorage, AK. He manages and coordinates State of Alaska hydroelectric, energy conservation, diesel generation efficiency, heat recovery, geothermal, biomass, intertie, solar, and wind energy activities. Currently Crimp’s section is involved in 40 projects totaling $30 million in state and federal funding, with a focus on project development in the 200+ rural communities that are not tied to the Anchorage-Fairbanks power grid. Technical and planning duties include economic assessment of village power and facility space heating alternatives, management of the Alaska Rural Energy Plan, and management of the state’s biomass, small hydro, rural intertie, and heat recovery programs.

James has two Bachelor of Science degrees, one in Chemical Engineering and the other in Meteorology. He has previous experience working as a Process Engineer for a small oil services company and also has served as an Officer in the United States Air Force.
In addition to heading up the Clean Heat and Power Program, James is also in charge of the meteorological-tower loan program, wind data collection/analysis and HOMER modeling.
Idaho
The Energy Division of the Department of Water Resources is part of the Idaho state government. Idaho is now actively engaging in the development of CHP. The contact person is:

Jeff Brooks is a civil engineer with almost 25 years experience in the energy field (electrical and natural gas). He works for the Idaho Energy Division. His experience includes 14 years working for Southern California Edison as energy services supervisor, engineering specialist and distribution engineer. He has five years of similar experience with the Idaho Power Company and four years with Intermountain Gas Company.

Georgia Brensdal is the supervisor for the public building section and oversees energy efficiency programs for state buildings, schools and local governments for the State of Montana. Brensdal is a professional mechanical engineer and a certified lighting energy expert. Brensdal has more than 20 years experience working with energy efficiency and renewable energy programs that either implement cost effective technologies for saving energy costs, or demonstrate applicable technologies for Montana building managers. She represents the agency for the Montana Renewable Energy Association and the Energy Service Coalition State Advisory Group.

Howard Haines is the lead engineer for the Public Building Section energy programs for the State of Montana. He authorizes bond funding for state government building energy projects, and oversees all aspects of project development and implementation. Haines also assists state facilities with analyzing the impact of various retrofit and load management options. He also investigates opportunity for distributive generation opportunities. Haines is a professional mechanical engineer and a certified energy manager with 12 years experience working with energy efficiency and renewable energy programs.
Oregon
The Oregon Department of Energy and the Oregon Public Utilities Commission (OPUC) are focused on a major overhaul of CHP policy. A number of studies and position papers are drafted. The OPUC is considering a number of changes to the rules. Contact persons are:
